Volvo Repair: 1991 240 overheating, radiator hose, radiator fan

My 1991 Volvo 240 consistantly runs hot.  All fuids levels are where they are supposed to be, and the thermostat has been replaced.  The temperature will go up and down, but stays above the halfway point on the gauge and will sometimes reach the orange.  If I turn on the heat it will bring it down away from the orange but never back to the middle.  I checked to see if the radiator fan was running after my last commute and it wasn't on.  Does it sound like I should replace the radiator fan, or is there something else I should look for?

There should be a sensor located in the radiator to start the fan. Try bypassing the sensor and see if the fan runs.If it runs you probably have a bad sensor.Also clear the radiator fins of debris with compressed air. The radiator may be calcified inside and restricting the flow of coolant through it.You can take off the top radiator hose and look inside if there is a white build up the radiator will probably need to be replaced.Or lastly, there is a temperature compensation board in the instrument cluster that can be bypassed (it causes faulty hot readings when the air conditioning is engaged)
