Volvo Repair: !983 Volvo 240DL, fuel pressure regulator, fuel injection system

I have a 1983 Volvo 240DL w/B23 motor. There is what appears to be a fuel delivery problem under load. The problem is much worse when the engine is cold. It idles smooth, runs smooth when the RPM's are run up(no load). When I try to accelerate, it hesitates, bucks, stumbles like it is running out of gas. I have a Volvo factory service manual for Section2(23) for the Jetronic fuel injection system. I have gone through the component check and system check procedures. Before I started, I replaced the fuel filter, since I had no idea how long it had been on the car. As I went through the test procedure, the fuel pressure regulator checked bad and I replaced it. The problem still exists. Everything else checks good, according to the manual. The things I see now are when I go through the procedure, it says to simulate a cold engine by removing the temp sensor connector to check voltage to the injectors. When I disconnect the temp sensor, the engine will not start. In addition, the procedure says that the voltage to the injectors should be ~4 volts. The voltage on this car is ~9 volts. I have a spare ECU. I replaced it and have the same symptoms and problems. One other thing, the idle speed adjustment on the throttle valve has no effect.
Any insight would be much appreciated.

Chris, Replace the air mass meter, its the only thing you didnt check.  83-84 cars have the silver AMM and no other meter will work with those cars so dont even try it.  Thats great that you have the manual but these are different.  Unplg meter and see if car runs better.  Plug it in and if it stalls, then meter is no good.  ROger
