Volvo Repair: 98 V70AWD fuel pump replacement, lower tank, rear harness

Hi, I have a 98 V70AWD wagon with 116K on it, I just bought I took it for a test ride everything was fine, but did have to jump it to start it. Now won't start, no fuel, fuse ok, relay ok, power to the pump on the rear harness, found wiring harness in the back direct voltage to the red and black fuel pump wires no action. There is fuel in tank, it looks like a bear to lower tank to replace this pump.
  Other note, on the other side of the car there seems to be another tank, has the large cap where the pump would go and has wires and 2 pipes leading into it. There is nothing in this tank as far as I can tell and they do not seem to be connected, what's the story with this thing? Thanks in advance for your help! Scott

Scott, You dont need to lower the tank.  These are basically a bitch to do.  There are 2 access panels seems like you found one of them.  The fuel filter is right there and the tank unit will be there as well. These are hateful cars to work on.  You might want to leave this to the dealer or Volvo Shop.  Roger
