Volvo Repair: 2001 Volvo V70 2.4T, bolt head, moon dust

Question
I just purchased a 2001 Volvo V70 2.4 T wagon. It's moon dust metallic. It's in great shape. (2) questions:

1. The screen at the left of the dashboard is calling for an "Alarm Service" Exactly what is an alarm service and how much should it cost?
2. When I start the car, the steering wheel shakes a bit. Is this what volvos do or is there some problem?

Answer
The alarm service means that the siren control module has failed.  It is under the fender oliner on the passenger side.    Parts and labor come out to about 350-425 dollars depending on the shop doing the repair.  The move the fender liner, remove the bolt securing the siren and then replace it.  The bolt holding the siren in is a security bolt (so it cannot be removed without destroying it).  It is very difficult to remove so don't start this kind of job yourself unless you're ready to get frustrated.  I usually grind half of the bolt head off with my fremel tool and then use a hammer and chisel to work it in a counterclockwise direction and unscrew it.
