Volvo Repair: Rubbery odor, volvo dealer, special paint

Question
I picked up a used 1999 V70XC about two weeks ago with 82,000 miles. When I got the car the A/C was not blowing cold, which by reading this forum I am finding out is a very common problem. I had the system recharged and it was fine for about a week. Yesterday the air blowing out is only slightly cold so I think there is probably a leak. The real question is, I now have a very bad smell of rubber or something similar coming out of the dashboard vents. This smell was not there previously. It only seems to smell with the vent switch in the "Outside Air" position, with the fan off or on. I was thinking maybe brakes but it has this odor right from the get go without even driving the car.

Thanks in advance, any help is appreciated!
