Volvo Repair: C70 Roof down and up, rear hatch, turning radius

Question
I am looking at a 1999 C70 145000 miles for $5000 in Northern California the price is very good BUT the top starts to retract but the rear hatch does not open. I have found out from my mechanic (I have an 850) that they will not look at the tops and send customers to Volvo. I do not like playing dealer prices but I am very mechanical myself. I have already service many items on my 850 and other autos (engine transmission swap etc) and only go to the mechanic when I do not have time or a special tool is needed.

So I am asking with the proper information (maybe All Data) could I fix / align this my self with out special tools?

Thanks

Answer
The price may seem atractive but I would recommend you passing on this one.  1999 was the first real year of production for the convertible, and they had some issues.  This one is a prime example and when they are problematic like this one it is always an expensive repair.  And your mechanic is correct in recommending the service to the dealer.  Only the dealer scanner can properly operate the top manually and diagnose the problem.  The repair is almost certainly gonna cost you 3000 or more.  I wouldn't even want to work on these myself unless I absolutely had to.  They are absolute nightmares.  Also, have you ever driven a first generation convertible?  The soft top made for a very shaky ride.  Ther turning radius was very poor, and the rigidity of the body is almost scary.  I HIGHLY recommend the coupe over the convertible.
