Volvo Repair: Starting, volvo repair, fuse box

My 1996 850 GLT 2.4 L will not start.  If you pull the fuse for the fuel pump out of the fuse box, it will start and run just as smooth and great as it always has once you put the fuse back in.. I have contacted a couple of dealerships and Volvo repair shops and all of the techinicans seem to be stumped....

Please help, I love my Volvo and this is the only problem I have ever had with it, besides static in the radio...

this does not make sense for it to run without the fuel pump fuse installed.unless somewhere there is a short in the wiring so the pump still is getting power.the only other way I have seen this hapeen but it will not run for a long time is if the engine is flooding for some reason so by taking the fuel pressure away it stops flooding and then runs on the gas that was previously pumped in the cylinders.it will really need to be looked at for a proper diagnosis.
