Volvo Repair: volvo 2001 S40, proper diagnosis, heater blower

Hi, my ac/heater blower wont shut off unless I turn the engine off. I resently changed the control panel thinking it could be that. but it continues to blow air. I put it on "0" position and it won't turn off the blower. The air speed is on high even when I position the knob on 0, 1,or 2. when you position the knob on "0" to shut off all that comes off is the green light that turns red indicating that the cold air is off and the fan is blowing. I don't know what it could be have you ran across anything like this? I don't want to take it to the dealer for the cost. when I called them for the price of the ac/ heater control panel they told me $700.00 I nearly dropped. Where can I take it beside the dealer here in Miami, Florida 33177. do you think it can be wire related or computer module related?

I have not seen this before.it could be a bad relay or bad control panel if you did not replace it with a new control panel.it could also be some type of wiring harness problem where a wire is shorting out.it wouldreally need to belooked at for a proper diagnosis.there are 3 dealers I believe on that coast near miami as opposed to the one on the west coast in bonita springs which is where I work.you could try one of the other dealers.
