Volvo Repair: 1989 740 Turbo Sedan, double whammy, minnesota weather

Minnesota weather strikes again!
last year at this time I had the same problem.
Had Tune-up done with all new OEM parts.

Problem:
Engine will not run....will turn over but not fire up.
periodically ( seemingly due to weather snow...thaw..etc.) i have
been getting rough starts and runs....lots of chugging and not
running on all cyclinders. Once i drive it a few blocks it "dries
out" and volvo goes into "hyper-drive" as usual.

Now I only get the 'chugging' and no start.

New:
Full tune up plugs, wires, distrib. hall effect, alternator, battery.
belts.

Am i possibly getting the 'Double-Whammy' of condensation
complicated by gas-flooding from trying to start?

I have been picking up from "Swedish Bricks" that there are other
sensors involved and one gent mentioned that even a loose air
tube will 'mess up the works'.

Any suggestions on what I might try to resolve this...

First, I'm sorry for the delay getting to your question.  I have been orlando for the past few days for XC90 V8 traingin and have been unable to take emails.

It sounds like there is a mixture issue due to cold starts.  They richen the mixture to help it warm up faster, and it may not be doing that correctly any more.  Have a shop check out the fuel trim, how it runs in open loop, and particularly the O2 sensor operation.  Anything that adjust fuel delivery should be looked at.  That is where you will most likely find your problem.  Hope that helps.
