I don't know how the battery could cause you to fail the test.  What kind of test is it?  The only state tests they do are safety equipment, maintanence/emmision tests.  If you just got a battery and they say that the battery is the problem, go back to where you got it with some type of failing mark on it or inspection to where you got it from.  They will be liable to give you a new one.  If it fails the test again with another new battery I would then start to doubt the inspector.  He may just be trying to up sell you a battery you don't really need.  It hurts the image of us honest mechanics when guys like that are out there, but there is nothing we can do.  Just be cautious and be sure hes being honest with you.

Batteries aren't smart like computers.  Unless this is a volvo specific tehcnician I wouldn't trust his diagnosis.  All of those failures couldn't be caused by a battery especially a brand new one.  Let a volvo tech look at it for the reason why it failed.  It sounds like a computer malfunction but the battery couldn't do that.  Let the dealer or volvo specific shop do any emission system repairs.  It will save you any hassles with diagnostic guesses from uneducated testing centers.  It would seem like a conflict of interests too, that a testing center can fix its own failures.  Sounds like a system that is open for abuse.  There are too many possibly causes for this to speculate.  It would take several pages to get them all.
