Volvo Repair: 98 V70 GLT Climate control, climate control unit, power stage

First of all my compliments, I have been reading some answers on Volvo issues and they are strait to the point and spot on.

My issue is that the lights of the Air conditioning off and air ricycling buttons blink for a minute when I start the car. The problem occurred last winter and disappeared with the warm season (spring,summer) and now that we are back to colder temperatures it has started again.
I noticed that the fan speed does not adjust to reach the selected temperature as quick as possible as it does when the  blinking does not happen.
The fan speed adjust without problems when operating with the air conditioning in summer or when selecting the defrost setting in winter.

best way to determine problem is to be able to check codes in the climate control unit with a scan tool.most common problem sare bad blower motor or power stage for the motor and the in car temperature sensor goes bad.which is behind the dashboard behind the small vent that is next to sunroof switch or defrost switch.
