Volvo Repair: 1996 850 Parking Brake, brake rotors, rotr

I have a 1996 850 Turbo Wagon with 118000km.  I just redid the rear brake rotors and pads and noticed that my parking brake does not hold when applied.  The Parking brake pads look fine.  Is there an adjustment that I can make to make them grab?  Also what are the cogs inside the rear parking brake pads for.  It looks like a gear.  Is it the tramission park lock?

there is a small gear type wheel that when turned will adjust the pads outward.you will need to look through the hole in the rotr to see it with a light and use a small screwdriver to turn it.turn it a couple turns then move the rotor to be sure it still moves freely do this till there is very slight fell of pads hitting.do this on both wheels.
