Volvo Repair: Low Power, flash flash flash, example 121

Question
I recently bought a Volvo '92, 940 GL which has done 93,000 miles. My friend worked on installing Bosch 4-pin spark plugs, changed the cap & rotor, did trans. tune-up and oil chang, changed all the belts, but its still low on power.

It takes time to shift from gear to gear, and its top speed is 70 mph with the rpm moving to about 2.5 - 3 and a felt vibration in the engine rather than a smooth flow of speed.
I also see the temp. gauge staying a little towrds the center, but ofcourse much away from the red strip.

Where could the fault be? Is it safe to drive on? Would really appreciate a thoughtful response. Many thanks.

Answer
it could be in quite a few different places.you could try checking for codes. below is how to do so.it will probably need to be looked at for a proper diagnosis.

in the engine bay on the drivers side near the strut tower there is a small black box with a wire attached to it.place the wire in the terminal marked 2.turn ignition key on (not started)press the small button for 1 second and the code will be displayed as a series of flashes.a red led displays the codes.the code will be three digits.small pause in between flashes for a single number long pause between flashes for the next number.example 121 will be flash.....flash..flash.....flash.repeat three times or until first code repeats itself.to erase the code after all codes have been checked hold the button for a good 5 seconds then release the light should light steady, then press for another 5seconds.this will erase the codes.  email me the codes and i will tell you what they are..socket 2is the fuel system 6 is ignition.
