Buick/Olds: Buick Ignition repair, buick skylark, neutral safety switch

Question
We have a 1995 Buick Skylark 2.3L, D code for the engine.  The key will turn to the start position but it is completely dead. I can turn it to the on position and jump the starter and it will start. We have Chiltons repair manual, but it is confusing. Can you help us pinpoint the problem?

Answer
There is a yellow wire that comes from the ignition switch to the neutral safety switch on the trans. From there its a purple wire that runs to the small terminal on the starter.
When you turn the key, power runs from theign. switch through the yellow wire through the neutral switch (only in park or neutral) through the purple wire to the starter.

There was a recall on this veh. that added a relay into the system. If this has been done, then there will be a relay mounted near the hood latch. It is spliced into the purple wire going to the starter.
