Cadillac: No Start 1979 Seville, ca emissions, fuel pump relay

Hi Tom, nice service you provide. I have a 79 Seville Federal emissions equipped.  It has no power to the fuel pump and will not start. It starts fine if you prime it with a little gas in the T-body.  The in-line fuse  next to the ECM is OK. I am an experienced auto technician so I will understand a technical explanation. I have a wiring diagram from Mitchell but that is all. BTW, does anybody repair the ECMs for the 76-79 Sevilles? Also, I understand that only the identical ECM may be exchanged for this vehicle. Is this because the CA emission vehicles had an O2 sensor? I ask because years ago I was in a jam and put a CA spec. ECM in a Federal car. The car ran fine and passed the CA emissions test.    Thanks,

I do not have a 79 factory book. I believe there is a fuel pump relay somewhere under the dash but I can't recall where. Can you e-mail me a copy of the electricalm schematic you got so I can take a look at it and see if I can remember where the relay is located.

Have you tried any auto parts stores and asked if they had a fuel pump relay ?.
