Cadillac: 93 sedan deville lights are flickering, dashboard lights, daylight sensor

QUESTION: The lights of the climate control and fuel data centers are flashing at night when I have my headlights on, They are blinking from daylight (off) mode to the dimmed setting of the headlight switch. the dome lights and dashboard lights work great with no flickering. I see in a earlier post that there was a tsb about this problem but cant find any info on it. I already replaced the the headlight switch with a junkyard one after I already cleaned the contacts of the first but the symptoms remain. please help, night time driving this car is giving me a headache.

QUESTION: could it have something to do with the daylight sensor in the dash?

If you do NOT have a digital dash and have the old style needle speedometer dash and the ONLY 2 items that are digital are the fuel and climate control center is is very possible that the light sensor on the dash may be covered by papers or may be faulty.
