Cadillac: 1990 deville, climate control, air management

Question
QUESTION: I've been having a problem (off & on) with what seems like a miss in one of the cylinders. It was recently tuned up. (I don't think it has anything to do with the spark plugs) Code E49 comes up when tested. Found that it is a problem with air management system. When the engine warms up should the air diverter valve divert air from the intake to the exhaust manifold? Or do you have any other ideas?
Thanks for your help!
