Cadillac: remote keyless enrty, v8 engine, keyless entry

Question
I have a 1992 Sedan Deville  V8 engine  I have asked this question before and havent got an answer back. The keyless entry remotes quit working. I installed new batteries in them and still didnt work. I checked the batteries and both have 3 volts in them.   I found the reciever for the remotes up under the dash by the glove box. Is there a way to reprogram the remotes? Do they lose their memory?
