reads code PO74I which I believ is trque converter clutch cicuit performance or stuck off. This is on a 1998 Deville wih North Star v8 4.6...Trans fluid just got serviced and then light came on. Shifts good and appears to be running good..23 miles per gallon 19 in town.can this be repaired with out pulling trans?

You need to replace the Torque Converter Clutch Solenoid (TCC). OR it is possible that they just knocked a wire off the sensor when they serviced it.
