Cadillac: Tension pulley, cadillac eldorado, serpentine belt

In A 1992 Cadillac Eldorado 4.9L when the tension pulley wobbles, and feels looose what dose that indicate, and can that affect power, and can that make the sound of the engine louder then it should, is it a fix it yourself kind of thing. Are you referring to the BELT TENSIONER ?. If you ARE, It should NOT wobble as there is a bearing in the unit that wears out. Replace the entire BELT TENSIONER as it can make the engine sound louder if the bearing is growling due to being worn.
