Chevrolet: 97 Cavalier Lights, philips head, arrow head

Okay, basically one day, the headlights stopped working on my 97 Cavalier, and I've traced the problem to the headlight switch itself in the steering column. *Got it working temporarily by using a rubber band to keep it pulled far enough forward to allow contact* but that's not going to last forever. I know what I have to replace, but for the life of me I cannot figure out how to remove the bottom cover of the steering column. My car has a tilt lever that keeps getting in the way when I try to remove the cover. How do I go about removing the cover so that I can replace this myself without having to spend $300 for a dealership to put a $50 part in? Is there some tool that only dealerships have to remove the tilt lever itself?

Any help you can provide would be greatly appreciated :)

 I only do the older cars as stated in my profile but I have the same thing in my 99 silverado. The cover is together with a push in type clip as one side is a arrow head and the other has a groove it snaps into so you will have to un snap the cover and than you might need a wheel puller to remove the sterg. wheel if you can not get to the screws. remove the fuse for the lights/flasher etc. prior to its removal.if you snap off one or two do not feel bad.
have you looked for any screws under the cover if there is any they will have to come out first. if not a philips head it wil be a star type. .
