Chevrolet: Carb Question, ca emissions, throttle body injection

I live in CA and have a 1984 Chevy PU with a 250 ci 6-cylinder.  It has a carb and getting this engine smog tested is very trying every time.  I have had the carb rebuilt by a good local carb specialty shop, but when it is adjusted to meet CA limits the engine runs very poorly, stutters, hesitates, etc.  If it is slightly more rich it runs fine.  Is there any way this engine with carb can be set up to be legal and run well?  I like my old truck.  Is there an after market EFI package to replace the carb and also meet CA legal status?  Is there an expert on these last carbs before the factory gave up and went all EFI?  Thanks for your help.

Was your truck originaly a California emissions truck or did it come from any other state that had only Federal emissions requirements? It should say on the bottom of the emissions label under the hood. If it did originaly have CA emissions, then it should be able to set to run good AND pass the test.
Will it pass the emissions test when the carb is adjusted to CA limits, even though it is running poorly? If it will, go pass the test and then richen it up enough to run good.
I know that Holley has a throttle body injection set up that will work on your truck but I'm not sure if it is legal for CA or how much is involved in installing it.
There could be other problems with your truck that a carb overhaul is not going to cure and maybe that is why it wont run good when it is lean.
