QUESTION: I GET A HIGH VACUUM NOISE WHEN I TURN THE STEERING TO THE RIGHT,WHY?

ANSWER: most likely, you are hearing the high pressure power steering lines.  some cars are more prone to this hissing noise than others.  Some bulletins address this.

QUESTION: BUT THE PROBLEM IS THE RPM'S INCREASE BY ABOUT 1000 RPMS.  IF I'M PARKING THE MOTOR IS GOING FASTER %26 MUST BUT THE CAR IN NEUTRAL TO STOP!

That is entirely different.  You did not state that RPM increases.

Not knowing which ford car you have ,nor the year, I cannot say exactly, but you definitely have a vacuum line being moved by the action of right turns.

Check the steering linkage and column area for vacuumn hoses that may be coming in contact.
Another possibility is broken engine mounts, causing the engine to move against or cut into vacuum lines.
