Ford: Lacks power, 1994 mercury topaz, mercury topaz

Hi, I have a 1994 Mercury Topaz 4 cylinder engine. When the weather is cold for example 30 degrees my car lacks power. No matter how far I put the accelerator down it doesn't change it. When going up hills it just seems to crawl. Once the car warms up though the problem goes away or isn't really a noticeable problem. Another thing is when accelerating if I push the pedal down a certain amount it hesitates and when I release the pedal a bit it picks up the acceleration. Any help is appreciated, Thanks!

Do you have any check or service engine lights on? if not start with the basics... check the spark plugs, look at the plug wires...(look for broken, burnt, discollered, etc... ) check or replace the fuel filter... check the fuel pressure... try that to start and let me know... we'll go fron there..
