GM-GMC: air conitionor resister, blower motor, resister

can the resister being bad cause the blower not to blow? when the the air conditioner can be heard kick on but no air comes out??

Yes that is entirely possible.  They are generally located on the passenger side under the dash right beside the blower motor.  Unplug the connector (usually 5 or 6 wire) and inspect it for damage or melting, the often melt the connector also.  If I knew what vehicle you had I may have been able to give you more specific instruction.
