GM-GMC: 1991 chevy 1ton 350, fuel pressure gauge, vacuum leaks


Question
I have a 1991 chevy with a 350 tbi I'm having problems with starting and running when cold. For it to start I have to cycle the key on then off about three times then crank the motor. It starts just fine after a few seconds it will surge,stumble and then die. Even if I try to hold the rpm off ideal about 1500 rpm it  dose not run smooth and wants to die. after it warms up it runs smooth has power but dose take a little cranking to start when warm. It has 102000. miles on It and I have changed the plugs,air filter,PVC valve,cap,rotor,wires,fuel filter and checked for any vacuum leaks. this problem did exists before I changed all the parts and It has 2 fuel tanks if that maters thank for your help

This sounds to me like a fuel pump or fuel regulator type problem.  Having to cycle the key multiple times is an indication that the fuel is draining back to tank and has to be pumped all the way to the engine and build pressure before the engine can start.  The fuel shouldn't drain back to the tank.  You will need to install a fuel pressure gauge first thing in the morning and turn the key on and see what your reading is, if it takes a while or multiple cycles of the key to prime the system I suspect your fuel pump is going.
