Honda: 96 Honda Accord wont crank, safety switches, ground cable

Question
My 4 cylinder manual transmission 96 accord has intermittent times that it won't crank.  Been happening off and on for a year. When I turn the key nothing happens..no click, no grunt, nothing.  I just keep turning the key and it finally cranks and immediately fires up......this may take up to 5 minutes.

I have replaced the starter twice, battery, and ignition switch. Of course the clutch has two safety switches that will not allow the car to crank unless the clutch is depressed.....and I have not replaced these switches yet.......Any suggestions?

Answer
Check the ground cable where it attaches to the transmission. If that ground is secure you'll need to check a few things while the car is failing. The black lead at the starter should have 12 volts when the key is in the cranking position. Let me know what you find and we'll proceed from there.
