Oldsmobile/Buick: 1994 Olds Cutlass Ciera, olds cutlass ciera, advanced auto parts

I appreciate your reply.  I would like to know what your thoughts are on this situation.  Could this be a fusible link or a ciruit breaker?  Where should I begin my search in the area under my steering wheel or behind under the glove box of my vehicle?  Any information you have would be greatly appreciated.  I do intend to purchase a chilton or haynes manual however at this time I am financial challenged. ;(

Question -
My vehicle has 129,000.  And it has the 2.2 liter 4 cylinder engine.  The following equipment is not functioning: headlights, taillights, cigarette lighter, dome light, lighting underneath the rear view mirror, instrument cluster lights, side markers, rear defogger, and my radio presets reset everytime I remove the ignition key, emergency flashers, power door locks.   I have tested all the fuses in my fuse box and have the following results:  the unlock fuse lights up my circuit tester=(ct), ctsy fuse no light(ct), taillight no light(ct), stophazard no light(ct), cigarette lighter no light(ct).  Do you have any suggestions to assist me.  Is it a circuit breaker or ?  Also do you have a wiring diagram for this vehicle?  A dealer in my area wants 90 to just diagnose this issue.

This must be the updated question =) disregard my first answer then .

If you go to any parts shop ( Ex:Advanced Auto Parts, Trak Auto ) or online at amazon.com you can pick up the Hayne's or Chilton manual for your car . Most of these publications have wiring diagrams .

In the long run it may be worth it to spend the 90 dollars just to be certain . Hunting down relays , can be a pain in the neck .

Its really tough to say since I'm not completely familiar with your car . You may want to try underneath the steering wheel . There are a number of oldsmobile enthusiast forums you can check out online . Most of these sites have a whole host of people who know your car inside and out .
