Porsche: 3 questions for a new owner, back shelf, rollcage

1) There should be back seats in every 1997 911.  The seat backs fold down to form a shelf where you can place additional cargo.  I don't understand what you are referring to as the "back deck".  It's also possible that someone removed the back seats.

PLEASE TELL ME HOW TO LIFT THE BACK SHELF TO REVEAL THE SEATS?

There's no trick involved here.  The seats are either there or they're not.  The seat backs fold down to form a shelf and can simply be raised back up.  If the seats were there you would see them.  They aren't hidden, so if you don't see them then they must have been removed by a prior owner.  If the car was tracked, they may have been removed when a rollcage was installed.
