Saab: 1989 Saab 900 turbo, SAAB Hazard & Turn signal failure

Sorry about formalities, I stumbled on to your site. Two questions if you please on this 1989 Saab 900 Turbo. First, the performance has gone down to that of a Pinto and the needle on the turbo boost gauge is not showing much boost. Second, the turn signals and hazard lights are not working. I understand electrical in a car to a degree. So mostly I need to know outside of a fuse or breaker, does the power for the turn signals and possibly brake lights originate at the hazard light switch where if that switch failed nothing would work

 As stated in my profile, my hands-on experience is LIMITED to the NON-TURBO SAABS, so I cannot give a good answer to your turbo-related question.
 Regarding the electrical question, the common electrical source for both the hazard and signal lights is the "flasher relay" and is the most likely culprit; it is located under the instrument panel on the left side. You can get to it if you can stick your hand up and in a bit,close to the left outer footwell wall.
