Toyota: Serpentine Belt Change, tensioner pulley, serpentine belt

I am attempting to change the serpentine belt on my daughter's 2001 Corolla. How do I release the tension on the belt to change it? There is a tensioner pulley with a bolt in the middle that appears to be the one but I have loosened the bolt and put some tension on the available 19MM nut and it doesn't seem to budge. Do I need a special tool?

Now, when I did the belt, all I did was use a 19mm box end wrench and twist at the tensioner pulley to loosen the belt, then just pull it out and replace it with the new belt.  You shouldn't need any SST (special service tool).

This is where you place the wrench and rotate clockwise... This will rotate the tensioner assembly enough to slip the belt off.
