Toyota: Bumper refinishing and painting., ppg paint, auto body shop

I had an accident two years ago.  My bumper and grill needed replaced.  I brought it to a small auto body shop not a toyota dealer.  After two years the paint is chipping, bubbling up, and pealing off the grill and bumper.  I brought it back to the shop who kindly said he would redo it again for me and it could happen again. He said they are plastic bumpers that kind of sweat oil and when the area is hit with a pebble or something or could start to peel, but I have a lot of peeling.  I feel he is not following the proper prepping procedures and I was wondering if the kind of paint used makes any difference.  HE does not use PPG paint like the toyota body shop in Pittsburgh told me they do. He claims he bakes it on but I just wonder if a small shop like his really has this.  Could you tell me the proper procedure for painting the bumper so this won't happen again.  The bill was over $2,000 for this and painting of hood.  Although the hood is not peeling.  I guess there is nothing I can do, but I don't feel it is doing the job corretly and I feel it will happen again.  Pleas advice.  I have a 1998 toyota camry

Don't take it to that guy again mate. He should use PPG and then apply clearcoat to the paint and at least 3 layers of paint before the clearcoat goes on. PPG has a guarantee of 2 years and from what I have heard it doesn't crack, bubble or peel it is really good paint. Some spraypainters use a thing called car o liner which bakes the paint and it works well it dries the PPG paint so it doesn't crack or anything and PPG paint gives off a great shine and a great finish. That guy isn't using a car-o-liner to bake the paint. If you need anymore questions answered please feel free to ask. Kind regards Dean.
