Toyota: certified toyota, extended warranty, toyotas

Question
You may not know the answer, but do you know what qualifies a toyota to be certified? One person told me it was a way to extend a warranty that had expired however, I've seen 2001,2002 toyotas listed as certified. Wouldn't these still be under warranty? Thanks if you know the answer.

Basically, its any late model used Toyota which has had a history report done on it, plus a detailed inspection, and then upon passing those they put an extended warranty plus roadside protection on it.
