Volkswagen: 68 K Ghia gas tank, vent tube, gas filler

what exactly goes on with the smaller outlet (not the larger inlet, I have all the pieces to that)Right now it's just an open hole.I have a 67 Ghia also & that tank just vents to the ground   Thanks    Rob

 Honestly I'm not sure on the Ghia of this vintage.  But my best guess depends on how small is the small outlet.  Normally there a very small vent tube, connected back to the air cleaner.  Another larger tube is the gas filler overflow, connected from the tank to the side of the larger filler tube.
