Volkswagen: vw bus brakes, brake hoses, shoe return springs

I have a vw Bus and had a new Master cylinder, all brake  hoses and rear shoes installed. when i release the brakes they come back but not all the way then a rubbing noise could be heard and the bus brakes feel like they are engaging a bit. A pull of the pedal with my foot solves the problem and the bus moves freely. The shop fix the problem by putting a spring from the bottom of the pedal to chasis but now a lot more force is required to apply the brakes. I checked the servo by pumping it with the engine off and then turning the engine on a it seems to work. What wrong with this? Is there a return spring that is broken? Any info would help. Thanks

Jose,
 Sorry for the delay, I was out sick.
There is supposed to be a return spring for the foot pedal, but it should not add very much pressure that you descibe.  See picture.
There could be several causes:
- The brake shoe return springs are weak or improperly installed.  Also, adding a very little grease at the points where they rub against the backing plate can help.
- The master cylinder push rod is misadjusted.
