Volkswagen: 78 Camper, screw driver, air sensor

My 78 camper stick shift would not start after sitting for a year. The local Euro Motors repair, that has a good rep, said no current getting to the fuel pump because of a bad ECU.
The VW part No. for the ECU in it is 022 906 021.
the ECU rebuilder's Catalog say that number is for a '74 Camper. Bosch No. on the ECU is 028 906 021.
Will a '78 run on a 74 ECU?
No one stocks that ECU and I want to make sure the money ($4-500) is spent on something that works.

Joe,

Before you spend all that money, first remove the air filter from the Intake Air Sensor, inside there is a flapper.

Put the key on the 'on' position and push the flap open with your finger or a small screw driver.

You should hear the fuel pump turn on.

Try this first, and than we can diagnose further.  Don't replace the ECU as of yet.  

They rarely go.

Also, VW's did not have fuel injection in the '74 Campers.  The Fuel Injection started in 1975.
