Volkswagen: 78 Champagne Vert - Triple White, gas gauge, thick wires

Hey Ron,
I have a'78 convertible, Fuel Injected, and am having a problem.  When I try to turn over the car to start, I get a low buzzing, and hear the gas bubble in the tank (gas gauge doesn't work) I suppose that's the fuel pump working.  Brand new battery, and the car doesn't turn over.  I checked the connections on the battery, and the starter also, but to no avail.  Any ideas?  Negative ground short somewhere?

It looks like the starter is not getting a signal to engage.  Re-check your wires, and see if crossing over the two thick wires to the solenoid will make it turn over. (make sure the car is out of gear).

It sounds like an incorrect plug on the solenoid.  The low buzzing sound is the fuel pump whirling around and return unused gas to the tank like it should.

The problem lies in the starter.

Try that initial test and let me know how you make out.
