Volkswagen: 94 VW Jetta overheating fan not running., vw jetta, fuse box

Hi, Ron I really need your help, my daughter has a 94 VW Jetta GL her fan stop working & the car gets hot while parked & we noticed some kind of smoke coming through the air vent when it reaches the hot peak, my husband changed the part that screws into the radiator & plugs to the fan (I think it's called a fan cooling regulator)but the fan still isn't working, he also took the fan out of the car because we thought it was the fan, I took it to a junk yard as I was going to purchase a used one the owner check it & said it was nothing wrong with it so we put it back in the car & we have no clue what else it could be. Someone told us it could be the relay. Would you know where we can locate the relay on the car & which relay controls the fan or even if you think that it could be the relay. Hi Therese,
In your car, the relay could be in one of two places:

1) In the fuse box
2) Under the hood under a plastic black box.

Either way, the relay is 1 inch by 1 inch and has little prongs located on the bottom of it.

A good way to check it's operation is to turn on the air conditioner.  The fans should turn on regardless.  

If this does not happen,  than you can be pretty sure that it is the relay.
