Volkswagen: Cold starting, diesel fuel treatment, jetta tdi

I have a 2001 Jetta, TDI.  This car gets really good mileage, about 48 MPG, highway.  The car now has 90,000 miles and my problem does not affect fuel consumption.

I often have trouble starting it when it has sat overnight.  At work I will have trouble starting it after about six hrs. of standing. This phenomena didn't happen in the Summer months but when the ambient temperature arrived averaging 30 to 40 degrees F.

I changed the glow plugs.  The battery checks out at 500 cranking amps with no dead cells.

Would a heater block help my situation?

A block heater would definately help.  However, there is something going wrong.

I suspect the glow-plugs are not activating / or activating long enough.

Plus, put alot of diesel fuel treatment in the tank -- (dry gas).

Diesels are very sensitive to water in the fuel, and the water rears it's ugly face when it gets cold out.
