Volkswagen: TDI Diesel, intake pipe, air mass

MY 2000 Jetta TDI Diesel seems to hold back around 3000 RPM.  I have changed the fuel filter and air cleaner. Almost feels like it has a governor at 3000. It keeps accelerating but with that restrained feeling.   Could it be the turbo.

it sounds alike a possible air mass meter fault, this gives the ecu an incorrect reading of air flow into engine, causing the ecu to over fuel or under fuel the engine. the part number should be along the lines of    06A 906 461X  or simular. the number is located on the air mass meter.( the air mass meter is located between the top of the air box and the rubber intake pipe) hope this helps. sorry for delay, just had to reboot computer after a virus.
