Volvo: 1989 244dl starting issues, fuel pump relay, fuel pumps

replaced rpm sensor, re soldered fuel relay (noticed that only one side engages with key) jumped 4 and 6 have fuel.  Car turns but does not start.

If you crank the engine do the fuel pumps run? What is the pressure? Pull a plug wire and check for spark. Is the ignition power stage good? The cam turns when the engine is cranked? All wires at the ignition and fuel control unit plugged in and tight? Is there power to the fuel pump relay?
