Volvo: fuel, electrical?, fuel pump relay, starter fluid

Question
No power to fuel pump (external), changed relay (not new
tried 3 so far), checked fuses at panel, checked fuse next
to battery, will start if I spray starter fluid into filter
duct. Power at relay plug. Please HELP !

Look at the black/yellow wire out of the fuel pump relay see if it gets grounded when the engine is cranked over. If there is not a ground temporally supply one see if the engine starts. If it does the fuel control unit is not suppling the ground.
