Volvo: volvo no start, pulse light, coil wire

1991 740 Volvo turns over, is getting fuel, but no start.  have seen some suggestions for this such as radio suppressor and others,  please list as many possibilities as you can, for me to check out.  it has this problem only when cold so far. usually it will start after a couple of try's, however, yesterday it wouldn't start at all and had to be dragged home.  thanks for your help!!!

Check for spark at coil, coil wire, cap, rotor, wires, plugs. Power stage insde front by air filter. Radio suppression relay if the injectors are not opening. That is checked with a pulse light hooked to the injector wire. Even though you have fuel is the pressure correct? Maybe it is low. Bad or weak pump or defective pressure regulator.
