Volvo: 1983 Volvo failing CO emissions test, zenith stromberg, stromberg cd175

2.1 L engine,failing in the driving mode ( 3.93% when max allowed is 2.50%) I drove it for hours with high octane fuel with a carb cleaner in it before test, and had refilled the ATF in the Carb reservoir before the test.(Zenith Stromberg CD175...is that the same as a Solex carb?)
I have been taken by some bad mechanics lately ( one replaced the Alternator when it was a faulty battery terminal!)I put a rebuilt carb into it two years ago, but that guy did so much damage to other components (spark plug connectors, hoses) that I wonder if he did the carb right either!
What do you suggest? Any good ideas about getting through the tests?

Norma,
You said that your car has carbs on it. It is also running rich as I assume you gave me the spec on the CO. Looks like you need an adjustment on the carb(s) to lean out the fuel mixture. As for wheather Stromberg/Sloex are the same I do not know. Here in the U.S. all we have are fuel injected cars, no carbs since '73
