Volvo: 1997 Volvo 850 Turbo, oil loss, turbo replacement

Car burns 2-3 quarts of oil every couple of weeks.  White smoke when first starting in the morning and each time I start it after it sits for a few hours.

No sign of leaks.  Bone dry underneath.  Turbo replacement?  Thanks for your help.

Yes it is likely that the turbo is bad. However the white smoke usually means that you are burning coolant and not oil. Oil usually is blue-ish. So look at the coolant to see if some oil is getting into the radiator and that is the oil loss and the smoke is coolant burning. That would mean a bad head or the gasket. If you had the head removed you may consider having the turbo rebuilt also.
