Volvo: 1984 Volvo DL wagon, speedo cable, cover plates

I recently acquired a 1984 Volvo DL Wagon. I am not getting any instrument lights. The remainder of the interior lights will dim when the dial on the dash is turned but no instrument lights. The owners manual says because of the local to have theses changed by a dealer. Any help? Thanks

Depends if you are handy and have the patients, then pull the cluster out and check the bulbs. There are two.
To pull the cluster remove the cover plates on both sides and remove the screws, reach underneath and undue the speedo cable then pull the dash cluster.
