Volvo: steering rack, steering rack, looseness

Hi.  My XC90 makes a loud noise when making hard left/right turns.  Dealership claims it is a loose steering rack moving up and down.  They said it needs to be replaced therefore I buy a new rack for 1800.  Is this a serious problem?  I'd like to eliminate the noise.  Possible to do so by just tightening?

The rack is bolted to the sub frame and there are the mounting nuts that can be tightened. Is it at all possible that you can have someone put the car up on a rack and show you where the rack is loose? Now the rack could have an internal looseness that is the reason for a replacement. This is a situation that would require a "visual" to see what is wrong.
