Volvo: volvo 240 won start, volvo 240, fuel pumps

I recently had my son do his first oil change on his 240, as he was removing the filter he arc'd the alternator to ground with the wrench. This happened years ago resulting in a  burned out ECU. I replaced the ECU last time and everything was OK.This time I put a good ECU in and nothing happened, the engine turns bit no start, it has good spark , i jumped the fuel pumps and no start. If the  the car sits for a while and builds up a little fuel vapor in the cylinder it will start for a second and then quit.I read about a radio supressor relay on some cars, this is an 86 240 ,does it have this relay? if so where is it and can it be jumped to test it? any help would be appreciated. Does the fuel pump produce pressure when you crank over the engine? How much presuure? Do you have power to the pump relay? Are all the fuses good? Your car does not have a supression relay. How is the wire harness? They tend o fray and if it was shorted out it may have burnt some injector wires in the harness.
