Volvo: 95 850 Turbo Wagon Hesitation starting, obd ii, throttle plate

Ray,
have a '95 850 Turbo wagon that often will not start unless you give it gas, then it seems to start fine.  Do not have an OBD-II to read the codes.  Tracs, Check Engine, and ABS lights come on intermintantly, and have for motnhs, had that checked by dealer, said nothing was wrong.  AC is dead, don't know if there is anyway that could be related.

Has the throttle plate been serviced? If not remove it and clean out the carbon with carb cleaner, replace the gasket and see if that helps.
None of those lights on the dash have anything to do with the starting of the vehicle. Tracs and ABS share a control unit, there may be a problem there, Check engine light should have a stored code. A/C a variety of possibilities.
