Volvo: 96 850 Turbo Sedan, positive cable, kneeboard

My Volvo is giving me a plethora of problems, all of which occur simultaneously.  The ABS and Tracs Off lights on, shifter locks, speedometer doesn't work, headlights are off, and the turn signals don't work.  

I can alleviate all of these by slamming the steering wheel forward. I've stripped the steering column of its plastic baffle, followed by the kneeboard and kneebolster finding all of the wiring intact.  Do you think this is all related? Any help will be greatly appreciated.

Check all the fuses, then see if while these things are happening when you turn the ignition key slightly back and forth all begins to work. I have seen many ignition switches go bad. If that fails see if all those small red wires on the positive cable are connected and tight.
